how to logon as administrator, I don't understand. Please help.

Almost every OS (Excluding network terminals, etc) install has a primary user account, known as the "administrator" account. The admin account has access to everything the computer can do, including password changes, hardware settings and software installs. Your computer should have an administrator account on it, if you are using Windows XP simply select the correct account from the logon menu and type the right password. That's all I can say with a query that vague.
