IP Configuration Problem

I'm presently running Windows 98 SE with a cable internet connection on an internet router with another computer. Lately, for some odd reason the system won't hold my IP config info using winipcfg. When I select the correct ethernet adapter, the correct IP info is shown but won't save. When I go online to upgrade IE5 to IE5.5 or IE6 I get a proxy settings error which stops the download process. Therefore, I'm stuck with IE5 for now. My network settings and protocols seem to check out ok. The primary issues seems to revolve around the IP problem. Also, how do I turn off the password prompt at boot up? I'm aware I can use other browsers, but I prefer IE. I have Firefox as a secondary browser.

To turn off the password promt at boot, right-click properties on your network connection in control panel... Change the field in the middle to "Windows Logon". Then as long as you don't have a password, it shoudl just skip the process when you boot and go right into windows
