Power off Problem

I have a new build pc
BIOSTAR Socket 478 Chipset Motherboard With Onboard Intel Celeron 1.8Ghz
and CPU Cooler, Windows XP w/SP2
512 ddr 266 memory
WD Hdd 80 gig
Sony CDRW/ DVD Combo
Proview CDRW drive
Teac 1.44 floppy drive
400 watt psu
2 80mm case fans and 1 rear exhaust fan

Problem is when I power down the computer from system shutdown the it shuts down but the power to everything is still there, i.e. light on fans , fan for psu still turning, lights on cd drives etc.
Am I making since here? This is about my 30+ build and it is first time doing this.
As Always any and all advise is welcome. (Come on Redwench where ya at )

Ok Found out the problem, it was the power supply, everything checked ok but once I pulled out my test/backup power supply and put it in the pc shutdown perfect. Weird how power supplies do sometimes, but I skimped on the power supply to save $ and that is what you get.
