Help New Computer Will Not Even Start

OK SO I BOUGHT ALL NEW PIECES TO MAKE MY OWN COMPUTER AND THE DAMN THING DOESNT WORK. I TRIED CHECKING THE POWER SUPPLY THAT CAME WITH THE CASE AND IT WORKED BUT SENT IT BACK FOR A NEW ONE JUST IN CASE IT WAS THE CASE AND THE POWER SUPPLY ON IT ALSO WORKED SO I SENT BACK THE CPU AND MOTHERBOARD TO GET A NEW ONE INCASE THAT WAS THE PROBLEM AND AGAIN NOTHING

I CANNOT FIGURE OUT WHAT COULD BE WRONG.
ALL THE CABLES ARE CONNECTED CORRECTLY AND THERE ARE NO BAD PIECES IN THE COMPUTER. WHEN I PLUG IN THE POWER TESTER THE FAN AND THE LEDS LIGHT UP BUT WITHOUT IT NOTHING!

ITS ODVIOUS THAT THERE IS POWER CONNECTING TO THE MOTHERBOARD FROM THE POWER SUPPLY BECAUSE THE LIGHTS DO THE FLICKERING THING WHEN YOU PLUG IT IN
IN MY HOUSE THE SAME AS THEY DO WHEN I PLUG ANYTHING IN

MY QUESTION IS CAN ANYONE THINK OF ANYTHING SPACIFICALLY THAT CAN BE CAUSING THE COMPUTER NOT TO TURN ON. THE MOTHER BOARD IS NOT TOUCHING METAL AND HAS ITS PROPOR SPACERS. THE POWERSUPPLY WORKS THE CORDS ARE PLACED CORRECTLY YET I GET NO POWER SUPPLY TO MY COMPUTER. ANY HELP IS GREATLY APEPRCAITED THE ONLY THING I CAN FIGURE IS THAT THE MANUFACTUER MISLABELED A POWER CORD?

BTW THE SPECS ARE

Diablo ATX Mid-Tower Case with 450Watt Power Supply\
AMD Sempron 3000+ / 512K Cache / 333MHz FSB / Socket A / Processor
Abit KV7-V Via Socket A ATX Motherboard


ANY HELP IS GREATLY APEPRCAITED IM AT WHITS END WITH THIS THING

Did plug in the wires and power correctly? or did you walk over a carpet holding the peices without an anti-static bag?

I thought you needed video card to accually run a comp?

Did you even plug-in your hard drive...or do you not have one?

If the power supply, HDD, fans and ATA cables are plugged in correct then look at the wires that come from the front panel of the case and make sure those are plugged in the right areas. If all looks good then look at your motherboard to see if it has a (CLEAR CMOS) jumper. You can look for the jumper in the instruction manual for the motherboard. Once you find the jumper make sure it is not Shorted out. If it is then remove the jumper and you should get the computer/motherboard to at least display.
