Ethernet speed problem?

im back trying to play counterstrike source online and when i used to ping 500 servers under 100 ms now i only ping like 50...ane everything else is well over 100ms.
I have run some speed tests on:
bandwidthplace.com >> 16.1 megabits per sec - subjective rating unbelievable
http://reviews.cnet.com >> 3264 kbps - just over a T1 @ 3000 kpbs
http://performance.toast.net >> 3657 kbps
overall those scores say i should be pinging servers unbelievable....yet it aint workin for me. Ive downloaded a program called TCP Optimizer from http://www.speedguide.net/downloads.php and my settings are all windows default
MTU Recovery: Yes
Black Hole detect: No
Selective ACKs: Yes
Max Duplicate ACKs: Default
TTL: 64
TCP recieve window: Default
RWIN: 75504
MTU: 1492
does anybody know what could be causing my problem? it seems to be random...before i went away for march break my connex was blazing fast and i was pinging servers awesoeme, i come back and now its whack ....but it was doing this before and then it just kinda fixed it self. is there a way to completly restore the tcpip settings that im mising? any help is appreciated!

Anyway, I'm having the same issue and it's been very recently. I'm thinking there is just a saturation problem with the master server and it is not reporting back the correct pings from Steam. I've been joining games lately and will see 100 ping on the list and then get 30 in the game. Alternatively, I also get 100 ping when the list shows 60, so there's obviously something not right there.

i read that 1st post as
500 servers with ping approx 50
vs now
50 servers with over 100 ping

I didn't see that at all. I immediately read it as "used to be 500 servers under 100 ping now there are 50 under 100 ping."
