Sounds pretty straightforward to me -

The declaration seems rather frivalous dont you think? If Taiwan declares formal independence, of course the Chinese are going to take it back by force. Seems they're hoping to scare the Taiwanese (?) from ever declaring formal independence in the first place.

Obviously the core purpose of this law is first & foremost to obtain a dissuasive effect. Even the world's largest army would favour, um, "diplomacy" ( ) over the hard way...
