Black Launch Bar Win 98, cannot access email, neither search in any page.

Hello and thanks in advance, well I got an old computer 3 weeks ago for 20 bucks, oh well this computer had windows me installed on it but had a lot of missing program paths, it had also spyware and many problems logging on so I decided to erase everything and then install windows 98 on it, I had some problems on looking for the correct drivers for all my hardware but finally got all of them. But then after using my computer for a couple of days suddenly the quick launch bar got black and I was not able to log on in any website ot neither search on any website. It looks like this:

I also installed win 98 again to see if that could fix the problem but it kept the same. Help will be highly appreciated.
