Rise of Nations Lags

I have a 864MHZ PIII, 384MB RAM, 32MB TNT2 graphics card.
I know this is not anything special, I know how powerful machines are now compared to mine... HOWEVER,
The Rise of Nations System requirements read:
Graphics card: 16MB
Processor: 500MHZ
RAM: 128MB
So why on earth am I getting 7 FPS in this game? I turned on the FPS monitor and yes, it was at 7.
In fact, I went to Microsoft's own "Windows XP Game Advisor" which read:

How can I fix this? Thanks.

UPDATE:
Well I think I've narrowed it down a bit. As odd as it may seem, it doesn't seem to be my graphics card or sound card at all.
I followed the instructions here, setting everything possible to F. Then I turned sound off completely. In the game, I STILL got 7-8 FPS. Then I did a little test, during the game I turned all settings (that you can set inside the game) back to HIGH. My framerate did not change whatsoever. Then I went back to low, no change.
So I can actually play with all graphical bells and whistles and it will go just as slow as it has been going anyway without any of them.
So
1) This tells me that it must not have much affiliation with the actual graphics card hardware.
2) It can't be the sound.
Do you have any suggestions? Thanks.

UPDATE 2: Apparently it did have something to do with the graphics.
I turned DOWN my System resolution from 32 bit to 16 bit. The game's lowest resolution is 1024x768 (my desktop runs at 800x600) so it was 1024x768 @ 32-bit which was apparently a little much for my card.
Now I'm at 11-20 FPS with all details down/off (and sound off, though I'm not sure yet if turning it on with affect the FPS). Think I can get it any higher? Thanks.
