My dynalink rta 100+ wont configure its ip

i have a dynalink rta 100+ and when i first installed it, the ip address usually configured itself to 192.168.1.1 . i could then type that into internet explorer and view its configuration page to configure my nat address. but recently the router/modem configured the ip address to a random number i.e 169.254.120.212 . and now i cant go to the configuration page of the modem even if i try that new ip address. i have tried resetting the modem and it dones not change. how can i fix this so i can view the configuration page?
