Soundcard SPECIAL application support

Hi!
I have a PC100, M585LMR /AMD 500 with onboard sound and Win Me. Recently I freshly installed Win and found the PC100 software disk was damaged so had to find and install drivers. It seems to be working OK as I have sound on the plug in PC speakers.
Now I have a trial software that uses the soundcard in/out for audio testing purposes of an external device i.e. amplifier or speaker. Setup of the software requires a calibration of the soundcard by sending in a oscillator signal until bit overload is indicated and this identifies the max level which is read at the line in connection with ACmillivoltmeter. The help indicates that for a soundblaster this level is around 270mV and 470mV for another unit. I did this test OK but signal level is only 13mV! This limits the resolution of the instrument by about 30-40 dB so it's useless. Im thinking my soundcard is no good but could it be the drivers?
Info I have -
Board is a M585LMR , driver shown on device mgr is CM18738/C3DX PCI.
Anyone?

Try to update your driver, here: http://www.driverguide.com/
Also would like to add, that your PC Chips Motherboard, is a fairly old one (6 years old).
I think that a new Soundcard is a good idea.
Here is some suggestions:
Creative Labs Sound Blaster Live! 24-bit PCI Sound Card (SB0410) -OEM 29 USD at newegg ( This sound card, I think you will find even cheaper down at the mart).
Creative Labs Sound Blaster Sound Blaster Audigy 2 Value Sound Card, Model "SB0400" -OEM. 49 USD
Or if you want the best? Creative Labs Sound Blaster Audigy2 ZS PCI Sound Card, Model "SB0350" -RETAIL 89 USD.
http://www.newegg.com/
And even if all those cards is mainly for surround sound, they also support 2 channel stereo.
