Mozilla, FireFox support problem..

hi,
I have a very simple problem to be answered.. i have divided the window in frames by using HTMlL and some very basic JavaScript with some buttons and these buttons when clicked call some simple Python scripts through CGI.. All this works fine in Mozilla and firefox on Linux machines but when i try to open this same application in internet explorer 6 and firefox(same version as the one used on the linux machines) on the windows machine, it won't open and go in some kind of an infinite, refreshing loop on IE 6 but won't open on firefox. But yes it works fine on the Netscape Navigator on the Windows machine. Now i would like to know the reason for such a behaviour... I would also like to know is there any scripting language that is supported by all the web browsers. so that i can make my application browsers independent..
