error in KERNEL32.DLL - Help!

When I try to open some of my soundcard based instruments (oscillator and audio analyser) I get this message -
caused an error in KERNEL32.DLL and then
the PSAPI.DLL file is linked to missing export NTDLL.DLL:NtAllocateVirtualMemory
what is this , is it related to the soundcard as i've been trying different drivers and WDM drivers and most of all
HOW TO FIX IT.

you are missing a library file. reinstall the program.
