Stuttering sound

I just recently got a PCI soundcard and now things stutter with sound (for example when playing a song and I skip tracks). It didn't do this with the onboard sound. I'm thinking it has something to do with IRQ. My ethernet and video card both share an IRQ address, and so does my USB and Soundcard.
the sound card is a AOpen Cobra. (Since it's cheap, I'm assuming it might be the cause of the problem too).
Anyways, I was wondering if it is safe to change the IRQ address of the video and soundcard, and how I might go about doing that.

But have you unistalled the onboard sound card in BIOS?

Yep, of course.

You can change the IRQ by selecting the device in the device manager, opening its properties, and going into the Resources tab.

Nope. It won't allow me to change anything on there. I remember ages ago being able to uncheck "Autmatic Settings" or something along those lines and hit a button called Change Settings. And yes, I'm in an account with Admin capabilities.

Anyone else have any suggestions? I think I might be able to change it in my BIOS. I saw some stuff for enabling/disabling various IRQ addresses. Some were assigned to various things, others said Reserved. I think all of the reserved were disabled, or it's the other way around.

Winxp doesnt really allow or you to change IRQ's, in the bios you have to be carefull as you have to be 100% sure what your changing and what your changing it to. Try moving it one along in the pci slots

You can just move the card to another slot and that will change the IRQ.

Those IRQs are reserved for the PnP system. Essentially you are limiting this functionality of your system by directly assigining it. Anyway...
Have you tried updating the SCs drivers? Also, you might want to try reinstalling your media player(s). One other idea, related to the media players, they might be set to use the hardware on your mobo and that setting, since it is now disable, is carried out though emulation

Hm, I tried the drivers (several drivers, Windows Update and the manufacturer's site). I've tried moving the card to separate PCI slots, it just changes between 10 and 11. 11 is where my Ether port and video card is at, and 10 it shares with my USB. I use Windows Media Player as my player, and I don't see anywhere in it where you can change what it is set up to use (I'm assuming it grabs these settings somewhere from within the OS, being that it's practically built into it). Haha. I'll mess with WinAmp and see if I can get somethin' set up with that, that might eliminate the stuttering.

Ok, it seems after messing with WinAmp that it works. Anyone have any clue how I might go about solving this issue with Windows Media Player? Now that I've narrowed it to WMP, I'm going to see if I can find a solution at Microsoft's site.
