Windows Server 2003: FTP Server

EDIT: Alright, I got the FTP service working on my private network, I can access it from within my network. Now, I want to make it so I can access it outside of my network. I have setup my router (Linksys BEFW11S4) for uPnP forwarding of FTP and HTTP requests to the server computer. I am able to view the HTTP request, it displays the index file I created, but when I try to connect to the server via FTP (using my external address) it shows this error:

Any suggestions?
