HOSTS file doesn't work ?

Hi, guys.
I've been using the hosts file to control access to 'problem' sites for a long time now and it seems to have worked really well to neuter popups and remove embedded advertising in most websites (hotmail especially).
Recently (i.e. over the last 3 months or so), I started getting popup windows again. Today I got one from www.quotationspage.com which opened a window to adserver.com. The thing is, adserver.com is an entry in my hosts file. This has been happening not often, but on a regular basis lately. Does anyone know of any situations where using the hosts file to block traffic doesn't work ? Maybe mine is getting too big and my PC can't parse the info fast enough ? Could anyone potentially 'redirect' my PC to use a fake hosts file ? Any other ideas ?
- I write-protect my hosts file.
- I've based my hosts file on several online "blacklists" for ads, and I regularly add new entries to it.
- My hosts file currently has ~1100 entries.

using the popup blockers in ie and/or firefox would be the best way to handle popups, although i have no idea why your host file isnt working. might want to clear it and start over.
