DirextX / D3D Troubles

About a week ago I had installed my old video card back in my computer, since the new one was shot. I got the newest drivers (ATI Rage 128 - 32Mb AGP), and downloaded the latest DirectX (9.0c).
When I run dxdiag, I keep getting the same Direct3D errors.
"Direct3D 7 test results: All tests were successful.
Direct3D 8 test results: Failure at step 19 (Loading texture bitmap): HRESULT = 0x8876086a (3D not available)
Direct3D 9 test results: Failure at step 8 (Creating 3D Device): HRESULT = 0x8876086c (error code)"
Apparently only D3D 8 and 9 are having issues. I can play any 3D game that can be run using DirectX7 and lower. For instance, I mainly play Ragnarok Online, which works just fine. But any other game that needs a higher version of DirectX crashes as soon as I start it.
I tried reinstalling DirectX to no avail. In fact, when I had used DirectX Eradicator, and reinstalled, I noticed that it tells me AGP Texture Acceleration is "not available" which is strange, because before I managed to un/re-install DirectX, it was available.
Also, on the display tab, I get this message:
"Problems were found in the system registry. Details are available in the saved text file.
You should reinstall DirectX to get the latest version."
Even after using DirectX Eradicator, and reinstalling, I get these same messages.

Did you remember to uninstall the old video card driver and info before installing the new one? Were they both ATI chipsets? But also a couple errors related to sound... windows ME, huh? Man, I'd say restore. Windows ME is basically unfixable when it has been corrupted.
