-Constant- severely low FPS. Always a problem

Ok, when soloing i usually get 12-19 FPS, and when im raiding/instancing its around 7-11 fps, with all time lows in MC at around 3-5 FPS! I have always had this problem, but I never knew it was so serious until I complained one day in MC and some guildies told me they were getting 30-40 fps with similar computers, so it has nothing to do with recent patches, or anything.

heres my PC:
AMD athlon 2800++ (2.1 Ghz)
1gb ram
SAPPHIRE RADEON 9200SE ATLANTIS 128mb Drivers updated (Is this videocard good? I have heard both 'no thats your prob' and 'ya its ok')
80GB Hard drive (always defragged+scanned)
WinXP pro with SP2
Directx 9.0c
1024x768 and im running windowed. ive tried different resolutions in both windowed and non, no difference
I usually only have msn and windows media player running in the Background, but have played with absolutely nothing else running and no difference

If you need more specs just ask, or if theres somehow i can scan my pc and post results, let me know.
Ive tried everything I know of to bring my framerate up, ive removed WTF and interface folders, brought my script memory up to 128, have ALL video options set to best performance, have the lastest video drivers installed. Done defrags, and all scans I could. Ive even Reformatted my PC (not because of WoW) but that had no change.
Im runnin out of Ideas as to whats wrong with my FPS, can anyone help me?

The Radeon 9200 is'nt the fastest videocard out there.
You should get a Sappire Radeon 9600XT. 128mb. About 90 USD. Or if you feel you can afford it ?

But you could try a modified videocard driver for a start. As the modified drivers improves performance and image quality.
I myself, never use the orginal drivers nowadays.

Here is a good driver for your card: zer0point Catalyst 0.5.6
But also download "Drivercleaner Pro" driver cleaner. And use it after you unistalled the old driver.
