Oh man I don't ever know where to start.
I got a new ATI Mobility Radeon 9600 for my labtop, so i uninstalled the old driver, and now every time i turn it on, windows trys to install the old nvidia drivers. Also whenever i try to install a driver it says Setup was unable to find components that can be installed on your current hardware or software configs... This is where I am at now so what do i need to download, and in what order...
Any help would be great, I am so lost right now.

Try downloading a fresh video card driver and a driver cleaning tool.
Uninstall the old driver. Then use the driver cleaner, to get rid of old scraps of the previous driver installations.
Install the new driver.
This is a very good modified driver for your card. This will also improve the image quality.

Is the old nVidia "card" gone? or is it built into the mobo? Is so diable that.

The old Nvidia card is out of the computer and hopefully will stay that way.
goranpaa,
I ran the clearner, then I used the driver you gave me, but still it didn't seem to work, it was installed, but when i restarted the computer the screen was white with multi-colored lines across it, so i figured it didn't work, I really need some help here.
EDIT
Dose anyone know if my computer should keep on telling me i have the old video card in, because it seems like i haven't even changed my card from what my computer says.
The Driver installation disk that came with my computer says that i have the
Nvidia GeForce FX Go5650 Rev: A00 card in, while I put the ATI Mobility Radeon 9600 in my computer

My only other thought beyond what has been said is to see if in the bios you must do something to tell the system no more nVidia card.

UPDATE
I think its possible that I was sent the wrong card. Is there anyway to verify which card i have. I belive I was sent the NVIDIA GeForce FX Go5650. I belive I was sent this card because the computer automaticaly installs this driver and the computer seems to work with this. The card it shows is not the same card that I had before, so is it possible that the computer thinks I have a card in, that I don't, or did the company send me the wrong graphics card?

Highly possible. Look at the package it came in, the receipt...
