Recycle Bin Problem (win XP)

My friend is having this problem with her computer. Can you advice on what to do?

Here is parts of her email. Any help will be so much appreciated.
"I have reinstalled WindowsXP, read tons of info on Microsoft to no avail. Tried to contact Dell also to no avail. I'm out of answers."

<It's my recycle bin. I can delete just fine, and I get the dialog box asking me if I'm sure I want to delete just fine also. But.... the files I delete are disappearing zap and I'm not being given the opportunity to empty the recycle bin myself as before. Also, when I select to undo delete, I get an alert box that says: Cannot move file: Cannot read from the source file or disk.>

Right click on the recycle bin, choose properties, look for the tab that governs the behavior of the delete command and the size of the recycle bin. Make sure that the "do not move files to the recycle bin. Instead delete them instantly" check box is not checked.
