Outlook 2003 Freezes

OK whenever I try to start up Outlook 2003 the program freezes. It pops that little box that says Configuring Outlook in the title bar and Configuring Outlook Accounts is bolded and Creating Welcome message is not bolded. Then it just freezes and I have force end.

What's the problem here?

EDIT: I forgot to mention that when it freezes and I close it down, the next time I try to start it is asks me if I want to boot it up in Safe Mode. The same thing happens. Then it asks me to Start it up in Detect and Repair Mode, where it looks like it does a repair installation. That doesn't work either. I have tried a repair installation from the CD and a re-install from the cd as well

OK I fixed the problem. Here's how:

I went to another computer that was running Office. Except that this one was running Office XP not Office 2003 like the problematic one.
Then I saved the settings to a file on my desktop.
Being lazy, I did all this in MyWebExPC from my main computer (my other one had Office XP)
I transferred the saved settings file from one comp to the other, then restored the settings to the Outlook that would not work. BOOM it now works

So here's the tip, if what happened to me happens to anyone else (or something like it), there's a way to fix it easily
