My new DVD+-RW won't play my DVD.

I tried to play a rented DVD and I got the following error message:
"The region code of the DVD-ROM has been fixed. Only disks that support this region code can be played."
It plays just fine in my DVD-ROM in the same computer.

Also, I was trying to copy the DVD to my hard drive and got the following message:
"Cannot create or replace VIDEO_TS: Cannot find the specified path. Make sure you specify the correct path."

Is there any way around these problems?

It looks like I solved the first problem. I borrowed a CD from my parents and tried to play it. This time it gave me a prompt to declare what region I wanted(only one choice, USA, was choosable). I tried to play the first DVD agian and it worked. Don't know why I did not get the prompt when I played it the first time though. I still need to solve my second problem. Is this some type of copy protection?
