boot from cd with floppy?

is there any way, or program I can put on a floppy so I can direct it to boot from the cd drive. Like for a computer without that option or that has BIOS pw protected.

Sure, go to http://bootdisk.com and download one of their win98 disks (the OEM ones work great). They've got cdrom drivers on there so then once you get to a command prompt, just "cd" to the cdrom drive and go from there.
