Win 2k DHCP not assigning IP

I got this used laptop with a clean install of Win 2k, and a Belkin wireless card (and drivers).

The TCP/IP properties are set up for automatic everything, and the Belkin monitor utility detects and connects to my wireless router. However, Internal Exploiter won't load any pages (including the router IP address), reporting DNS error. So, I manually entered the DNS info, but that didn't work.

Then I checked the IP addresses, and the router shows 192.168.1.69, but ipconfig shows 169.x.x.x. I check the DHCP Client service, and it is running and started automatically.

Someone suggested that I assign an IP address manually, but I'm not sure how to do that (whatever I did try, didn't work).
