Question concerning licensing in Windows

I have a question I just wanted to get cleared up regarding licensing in Windows Server 2003. There are two licensing modes, Per Server and Per Seat.

With Per Server licensing, I already know that you need to purchase as many licenses as there are concurrent connections to the server. Easy enough.

With Per Seat licensing, it's a little trickier. From what I understand, the license is at the client's end, not on the server as with Per Server licensing.

My question is this....with Per Seat licensing, do licenses need to be purchased and added in the Licensing utility in Administrative Tools? My understanding, and it may be incorrect, is that any Windows XP Pro machine already has a license.

Based on that, here's what I have. A small network, one 2003 server and 7 clients. Windows Server 2003 (SBS) has 5 CAL's that it gives you with the installation. If I wanted all 7 clients to be able to connect to the server at one time, it would mean I would have to purchase 2 more licenses in Per Server mode, which it's in right now.

With my shaky understanding of Per Seat licensing, if I were to switch to Per Seat licensing, and every Windows XP Pro machine has a license built into it, would I be able to bypass having to purchase those two extra licenses?
