usb hub power shortage, and other weird stuff

Well couple days ago i ordered xp 90c and a fan, im not too great around computers but i thought i could manage, so today i figured everything out and all fans work but when i boot, a sound file plays saying "something something failed" not too sure what it is because it is unclear. Does any1 know what this error is? i might have unplugged something in my comp or plugged something in differently and im guessing that this is probably what is wrong but i need advice.
After this little problem when i get to my desktop i get an error on my taskbar that says i have a Hub Power Shortage and that my USB device is disabled, considering my only usb device is my mouse and my mouse works fine i have no clue what this problem is.
im running a 2.8 p4c800-e
