IIS "Access Denied" Issue

IIS was installed on a Win2K Pro box however when the user tries to access the "Internet Services Manager" via the Control Panel he gets "Error connecting to (machine name): Access Denied". In this case the "machine name" he's trying to connect to is his own. Also, when he launches "Personal web Manager" nothing happens. Thoughts?
