connected, but not connected

Hi all,
was hoping someone can help me.
I have a DELL Inspiron 600m notebook and have just moved to Japan. They have put my MAC address on the network so that I can connect to the internet. (wirelessly)
When I turn on my computer, it says that I am connected to the network, but when I check the status of the connection, packets sent are around 100-150, but packets received is always 0 (Don`t know what that means or if its important). I can`t connect to the internet even though it says I am connected. How can this be and how can i fix it.
Oh, I also started the Wireless Zero Configuration in my administrative tools to let windows configure the connection, but this didn`t seem to have any effect. I`m not too great when it comes to wireless networking etc. so this might just be a small problem.

Hey
My guess is that it has to do with the encryption of the wireless network.
Have you tried to contact the network administrator ? I'm sure
he can supply with a solution to this problem.
