DVD-ROM not spinning?

AMD Athlon 1050MHz

LG CD-RW CED-8083B (D)
SAMSUNG DVD-ROM SD-608 (E)
Generic DVD-ROM SCSI CdRom Device (F)
I actually only have one CD-RW and one DVD-ROM device. Whenever I put a DVD or CD into the DVD drive, the light blinks and my cursor changes back and forth to a cursor with a disc next to it... this goes on for about a minute and then quits, after which my system gives no sign of recognizing any sort of disc in the drive.
I've sought out and downloaded new drivers from DriverGuide.com, but I haven't been able to find any information on the SD-608 model on Samsung's website. My CD-RW works fine. I think I may have lost some codecs or something when I formatted my hard drive a while back, but I'm not very knowledgeable about such things.

make sure you have scsi drivers installed, along with the correct drivers for the driver. does windows detect the drive properly? also run a cleaning disk.

I forgot to mention that I'm using Windows XP.
The DVD drive is from an older pre-built HP Pavilion computer, and when it was time to upgrade I just moved it over to the new system. It worked fine until I had to reformat (forgot exactly why I had to). The Drive cleaner CD doesn't seem to be accomplishing much, and every site I go to says that I shouldn't have to download new SCSI drivers if I have XP.

I'm not exactly sure what you mean by 'properly'. Windows claims that the device is working properly and that the latest driver available is installed.

does it detect it as a SAMSUNG DVD-ROM SD-608 or similar, or just as a generic type of drive?

It actually detects two DVD-ROMs, one Generic SCSI device and one SAMSUNG SD-608, but I only have one device physically installed. I've uninstalled both devices and the system detects both of them again immediately.

drive has probably gone belly up. even without drivers, it should read cds just fine. best guess is that the laser is out of alignment.

Can you open the disk in windows explorer?
