Computer Shuts Down

I have been having problems with my PC this week. Everytime I click my mouse to try to connect to the internet, it shuts down and restarts.
We had a power outage the night before this started happening.
I am not able to log on to anything on my PC because it shuts down and restarts.
What is the problem? How can I fix it?

Hi!
Do you get any beeps from the speaker?
Try downloading a registry repair software and also run CHKDSK.
EDIT: See if you have a restorepoint, you can use?
Do this in Windows "Safe mode". By pressing F8 after first bootscreen. That is if you can't do it the normal way?

a power loss/spike may have damaged your install or even hardware. try a restore or a reinstall first.
