How to Format a partitioned USB hard drive

Hi everyone:
I'm new to this forum, and I have a dilemma:
I installed an old 20 GB hard drive into a USB enclosure. This drive had been partitioned into 2 volumes. Initially everything was fine; both volumes mounted, and worked fine. Recently, and suddenly, the 2nd partition started not mounting, but the first partition still mounts fine.
Curiously enough, when I connect the drive to my Mac, both volumes moutn without a problem.
I would like to reformat the entire drive (i.e. "Unpartition" the drive so that it is one volume) but I do not know how to go about this. Any ideas?

This can do all the partitoning stuff from inside windows.

Not sure, I have not used too many IDE to USB adaptors, but it would seem you would just goto My Computer, right click and goto "Manage" should have everything you need there.

Thanks for both your answers. The Arconis utility worked pretty well for me. It did exactly what I wanted, i.e. deleting 2 partitions on a hard drive and making them into a single partition. The only problem is that I am having some start-up issues now, that are related to the Operating System Selector feature of Arconis' Disk Director program. I think that by disabling thatparticular feature, I will be able to resolve this issue.
