NTLSD missing

electrical outlet that computer was plugged into went dead. Plug it in to another outlet and windows would not initiatize. This is an HP pavillion. Hp window can up and choice of restoring was an option so I selected it. Ran the fix and complete restore options. niether worked. After selecting default boot. Got the message NTLSD missing.

Can not boot to safemode(using F8) probably because the boot sector is the problem?

Help

Running XP NOT SURE IF ONE OR TWO it is sons computer
