IE Can't load a webpage with a .vm extension

- Users are running Win2K SP4.
- Installed all current updates and emptied the browser cache however this failed to resolve the issue.
- Attempted to reinstall Internet Explorer however the installer package indicated "you already have the latest version installed".
- Based on the URL, I figured that the page that won't display requires Java Virtual Machine. The URL is:
http://costars.cahwnet.gov/costars/...%2CLabelMgmt.vm
- I adjusted Security Settings in Internet Explorer to allow running of scripts.
- I added the COSTARS website to the Trusted Zone in Internet Explorer.
- I tried accessing the "print label" page on my own computer (WinXP Pro) however this failed.
- I tried accessing the page using a newly imaged workstation. (Win2K SP4)
- I tried installing the latest distribution of Sun JRE but this failed.
- I tried using the Firefox broswer.
- I finally had success using the Opera browser (8.5).
- Interestingly, once I had successfully prepared the label and viewed the resulting page referenced in the URL above I tried on a whim to do so in Internet

Explorer and it worked! I should mention that Opera had been installed the entire time this troubleshooting was occurring.

Any thoughts on what I need do, aside from giving Opera to each user, to allow usesr to access this page in Internet Explor
