New hard drive

Hi,
I just installed a new hard drive , my old one died , I got a Seagate 400 gib. I installed windows (media center xp )with sp1 from a backup I made , everything seem to be fine so installed my virus software Panda 2006 plt. and updated. Seemed ok , then I restarted so I could update windows and it froze up on the desktop screen.There is no icons on the bottom of the screen , so you can't even shutdown , the keyboard windows screen want even come up . Have to shutdown at the tower . Comes up the same way each time I restart , once there was some icons on the screen ? Thank for any help .

format and install xp properly, and update it to current before rebooting.
