I think he's doin' like you see on so many other message boards. Especially on GameFAQs, where people post something that seems to be a common fix or common question and keep it bumped at the top.
Haha, I think he hopes to get everyone who posts here to first make sure they have the newest DirectX version. *Shrug.*
