Monitoring inbound/outbound traffic, pinpointing possible virus

Might anyone have any good suggestions for a program that monitors what programs are accessing the internet and what they're sending? Does XP have a function in the DOS box similar that I don't know about? Also, is there any way of checking a history of programs that have run on a computer?
I've had a bug for a while that has really begun to bother me. I see it pop up, and hardly anything works afterwards...any internet based applications that don't use standard web ports. AIM accounts can't connect, the signon process ends either at "contacting host server" or "recieving verification from host" . IRC connections time out when I try to connect. Gaming on the net becomes suddenly laggy. What's more, there's an unnamed, "supposedly" undetectable background program of some sort that pops up into my task bar for no more than a second, then closes itself. It occurs frequently and almost like clockwork, I've been curious enough to watch for it specifically - shows up anywhere from 2-5 minutes after I boot my computer up, then every 30 minutes in regular intervals. I need a program that would tell me what programs are and aren't accessing the internet to see if that "mystery" program is sending anything, and I'm looking for a program history to see if it could log that program opening/closing. I'd like to figure this out, as it's becoming more and more annoying.

a firewall will certainly flag that program, unless youve specifically allowed it.
its most likely that said annoying program is an updater.
