Enormous Dr watson

Hi guys!
One of friends, have a very strange Dr. Watson text file in Documents and setttings, All users / Application data.
It is 8 gigabyte!? Mine is 42,2 mb. And my XP installation is 3 months old at least.
I think that is a enormous amount of text. And this is on a fresh, repair installed XP installation (Done yesterday).
Anyone know what can have caused this?
Question nr. 2: What does Dr Watson do? And is it risk free to disable it?

Dr. Watson is a program error debugger for Windows XP, whenever windows encounters a problem, Dr. Watson collects information about the bug and your computer and sends it to be debugged by various technical support groups.
You can start Dr. Watson at any time by typing drwsn32 in the RUN command line
As you can imagine, the log files created by a program of this nature can be extensive
After starting the program, look to see if "Dump System Table" is unchecked, if checked, uncheck it and it should shrink that 8GB file down a lot.
