Mouse: The Scroll Wheel

wow, been a LONG while since ive been here... sure has changed some bit in looks.. less.. dark maybe?
anyhow...


I have a General Electric- mini Retractable Optical mouse. Recently, there has been a problem.

The Scroll wheel use to work right... when I scroll down.. the page would go down or program would zoom in. HOWEVER, now the mouse scroll wheel seems to "gitter". The page will go down when scrolled down, but it will also randomly scroll up at times, and continues as you scroll down the page... . Same results in zooming in and out... if zooming in, it will randomly zoom out sometimes when scrolling in that same direction. If i were to just scroll one "click".. I can no longer predict that the page will go down or the screen will zoom in, because it might just do the opposite. It keeps occuring and I cant find any settings that can fix it.. infact I cant find any scroll wheel settings at all.

I dont understand why its behaving this way and just hoping there is an explaination OTHER than the possibility the scroll wheel is broken. As I already know, the winXP does have mouse issues when it comes to recognizing single clicks as double clicks due to the push down and release "signal"... is this scroll issue something similar?
