Are you sure that the new PSU is OK?
I have bought new PSU's only to find that they are dead.
Try a known good PSU before replacing the mobo.
Is everything connected correctly?

250W? youve got to be kidding. my 6 year old psu is 300.

Size isn't always important.
Depends on what you want to run on the PSU.

But seriously, unless you've got a Pre-Pentium 4 or Pre-AthlonXP computer, a 250W power supply is more than likely insufficient to power your computer. What are your specs?

I would think that this is an older machine if it came with a 250w PSU. Most newer machines have a minimum of 300 - 400w PSU's.
I would still try another PSU to be sure that the new one was not faulty.
