Rich Media Blocked

I've seen posts from last November about this problem, but no satisfactory answer/solution as to how to unblock Rich Media. I had no problems with this being blocked for a long time, then moved and when my computer was reinstalled, I could no longer open most video or other images, and get a message "Rich Media Blocked." I've search my computer and can find no place where Rich Media is referenced. Can someone please tell me, in simple plan language, how to unblock Rich media? Many Thanks
