Horizontal Scroll Bar

I'm making the site for a friend's band, and I keep getting a horizontal scrollbar for a window that shouldn't have it. It only does this when a verticle scrollbar appears. I believe IE is causing the verticle scrollbar to take up space, and creating the horizontal one to show what is being covered up (which isn't anything anyways). Now it's kinda annoying because I'm creating this site with a wide range of users in mind (simple and quick to load, easy to navigate and viewable on resolutions as low as 800x600).
I tried the style code "overflow-x: hidden" but because there's no overflow this didn't help. I'm wondering if there's a javascript code to just remove the horizontal scroll bar. It's only on this frame as well. Any help would be appreciated.
