WebExcl file HELP

Hi
Do someone knows what is a file named Webexcl.data
It keeps appearring on my desk
But i don´t know where did it come from
I delete it but after a few miuntes or a restart y shows up again
I ´ve scan it with Avg but it says it is safe no virus
and my internet continues saying the it can´t open any page i go to my conection ant repair it
it gives me an error message of something with cache files, but after ir i start working allrght
i have a cable modem connecction
I´ve allready used tuneup utilities to correct the registry but nothing happens
What´s happening to my pc please help
