What can i use to clean ps1 discs (both sides) ? what could i use that is moist but wont damage either side of the discs?

depends on how dirty the disk's are. If they are scratched, you may be able to recover them by using a small amount of metal polish & use a small circular motion, not around the whole disk, just a small area. This may totally destroy the disk or it may work. Worth it if you cant read the disk anyway.

i didnt mean for scratched discs, i mean for ones that have dirt on them. one of them has a chocolate mark on them (on both sides).

just use a soft damp cloth or kitchen towel & a small amount of detergent. use the same circular motion, that should do the trick.

how about using anti static wipes that have a little isoprepyl alchohol on them?

That should be OK, try it on a disk that you don't mind if it is destroyed. Not sure if the isoprepyl will damage the surface. It is fairly mild, so should be fine.
