Frozen/Skipped frame when playing DVD

When I play a DVD, about every ten minutes or so the video will freeze for about half a second. I then saved the DVD to my hard drive and playing it from there and the same thing happened. I find it odd that the video will freeze but the audio keeps playing like normal. Why does this happen. I have an ATI Radeon 9200. Could that be the problem?

Sounds like every 10 mins or so your CPU goes crazy - try monitoring with task mon ctrl+alt+del
