Try Unlocker. This will unlock write protected stuff.

i cant even find the file though the computer thinks its here but its not

Then you still have stuff in the registry. And that's what's why Windows thinks the game's still there. Use a registry cleaner software. But make a system restore point first for the sake of safety.
Registry Mechanic is good. But it is a trial. So it only allows a certain amount of repairs per scanning. You may have a lot of scanning and repairing to do.

Another way would be to reset the machine to a restore point (if you have one?) When you had the game installed. Then use Unlocker on that file you talked about before. And after that unistall the rest of the game.

Did you run the Registry Mechanic also?

If you did? Then try a Windows xp repair.
This wont remove your games etc. Just the service pacs ( If not integrated into your Windows cd?)
And the Windows updates.
That should remove any old stuff in Windows.
If you have a non WHQL certified videocard driver? Then uninstall it in "add / remove" programs.
If you dont know if your videocard driver is WHQL?
Then type, dxdiag in "run".

If that does'nt work? Then maybe you should consider, reformatting the harddrive, And reinstall Windows? That is if the game is important for you?
Dont forget to back up saved games and important stuff on cd or dvd first.
