Hai, Recentlyl I buyed a Celeron D 2.8GHz processor(with Fan) and Mercury 865 Board
socket is LGA 775(P1865D7). My pc working fine, but what my doubt is, the Processor Fan
making some sound. That sound was clearly hearing to ears in a lonely room.In BIOS PC Health Status showing the processor fan speed is 4560 rpm.
Is any thing wrong with my Fan or that is common sound comes with 4560 rpm?
Please help me to solve my doubt.

A fan that's running in such high speed is often very noisy. But it also could be that it need a little lubricating. I have a chipset fan, that started to have a very annoying, high pitched whining noise.
But after a couple of drops of oil it whas dead silent....and still is.
If you remove the sticker on the fan, there is a small plastic plug beneath. Remove it and oil the fan up.
You can seal the plug, if you wanna be extra careful with some duct tape or such.
But if you still hear that noise? Then I guess the bearing could be damaged.
If you wanna have very good cooling ability combined with quiet operation? Then this heatsink / fan is known to be very good.

Such a big fan as this. Does'nt need to rotate fast to be able to push a lot of air.
45 CFM is quite respectable.
The best way to mount it. Is to having the back of the heatsink facing the exhaust fan at the back of the case.
But you will need a good thermal paste also. The paste is strange enough, not included in the bundle.
This is the best.

Clean the top of the cpu with some Isoprophyl alcohol or oilfree Acetone, using a lint free cloth. Then apply some paste in the size of a big rice grain in the centre of the cpu. The pressure from the heatsink, will spread the paste for you.
After about 14 days to 3 weeks, the paste should have settled. And then the cpu temp will drop a couple of degrees more.

Thanku very much for your valuable suggestion.

You're welcome.
I have to say, that I unfortunatly missed the fact that the paste IS incliuded in the bundle after all. Sorry! Maye I'm not quite awake yet lol.
But you should still consider getting the AC Ceramique paste, if you are going for the Arctic Cooling Freezer. As this will gain you some degrees lower temp and have very long life span.
