LAN network adapter not working

I dont get it, i really dont. The LAN connection in my dorm is working fine but mine isnt. I hav bought two new cat 5e cables for the ethernet connection but m still getting a low connectivity to limited connectovoty error message. It cant be the ethernet jack in my room cuz i connected my friend's laptop to the jack in my room and it worked on his PC but wont work on mine. Ive tried connecting to my other roomie's jack but i still get the same response. Is it a problem with my PC? Thanks so much
