Any Tips on Quieting CPU Fan?

I have a stock Pentium 4 Northwood fan. When I unplug it, my PC is nice and quiet, but my temp rockets up to 60 some degrees C. Otherwise, it sounds like someone is mowing their lawn in there.

Before, I had it on a variable resistor that was in my case, and having that down kept it nice and quiet, but I moved it to another case without one.

Anyone have tips on how I can quiet that thing down? Something I can put on it, like... some kind of oil?

I'm not really sure what it is about it that's causing it to be so noisy.

I tried SpeedFan, but it doesn't really change the noise level too much. Are there any other programs similiar I could try?

remove it, clean it, and lubricate it. if that doesnt do it, buy another fan.

The only lubricant that I found to be recommended was 3-in-1 household oil, and sewing machine oil. My mom can't find either of those.

Do you know of any other good lubricants?

there are special lubricants for electric motors you should use. wd40 isnt suitable.
