Question Internet in Outlook

Hi, I have a question . . . if you have blocked the internet access in Internet explorer you still can access internet pages with the outlook with the web tool bar? You just have to input the page you want to access.

How and why is this possible?

one could always remove the toolbar, reset the web settings, uncheck the toolbar that sort of thing but the only real explanation would be that microsoft can't fathom someone not using their browser to access the internet? That and the fact that "rules" for any sort of add-on for ie are lax. Note the popularity of spyware toolbars that install themselves into ie without asking. I usually don't install toolbars for this very reason.
