DoD USB drive

I recently recieved a 512MB USB memory stick from the DoD. It was labled as a 512MB drive, but only displays 502MB. It's formatted with FAT. Do I need to worry about a hidden 10MB partition, or is this normal?

I believe its normal... like if you buy a hdd its says 250gb but really 246 or so..
