Reducing Noise

My computer seems quite noisy and I'm looking for some fans that will be quieter than what I have. The problem is, I'm not quite sure what I'm looking for.
I think the main noise maker is the fan on my Gigabyte GeForce 7950 GT.
Other than that, I have a 120mm fan in the back, and a front mounted one, but I'm not sure of the size of that one.
Finally, I'm using the stock fan that comes with the Athlon 64 X2 2.6GHz.
I'm not sure what decibel range I should be looking for, because I'm not sure what a good decibel and air flow range is.
Can I get much quieter than the stock Athlon fan? Can you recommend some quiet case fans, and 7950 GT compatible fans?

Just be aware of to let the small, blue video memory chip heatsinks thermal tape to settle at least for a couple of hours before you start mounting the cooler itself. Othervice, you risk one or more of those sinks to fall off the card pretty easily if you accidently happend to knock one sink with the cooler when monting it. Also, be aware of that one memory sinks are bigger than the others.
As for Case fans. The most quiet ones are Nexus, and Noctua fans. Noctua beeing a thad bit more silent.
Nexus and Noctua fans are the most quiet case fans on the market.
Choose the 120mm / 1200rpm Noctua for the rear, case exhaust fan mount. And a 80 or 92mm Nexus or Noctua fan for the intake, depending on what size you have for a case, fan mount?

I have no idea how much noise that Scythe fan will produce? So you may wanna swap it for a 92mm Nexus or Noctua fan. But normally, Scythe fans are pretty quiet too.

Depends on what you want..
Personally, I run 14 different fans in my current rig. With the controllers at full, it's like having a personal learjet taking off in my bedroom, but the 7.1 surround takes care of that when I'm gaming.
Here's the BEST fans you can buy for the money. Expensive for fans, but I will tell you, they are solid, and outperform almost any fan you will find. Also, they come with a controller for each fan.

If you turn down the fan with the controller, it is dang near silent, and still pushes ample air through the system. I have two of them on my CPU, and they are silent when turned down. Best idea for you also is to get one of these.

Fan controllers allow you to adjust the speed of your fans. I personally don't have a single fan in this system that isn't attached to a controller. 14 fans can get quite loud in a system, specially 4 being 120mm fans. So, when I'm just posting, or doing something that isn't intensive on the hardware, I run silent. And this PC is QUIET when I have the controllers turned down. So quite, that I can actually hear the capacitor buzz from my satellite modem. I wasn't able to before with my old Athlon system. So, get a fan controller, and start plugging fans into it. Find a sweet spot for when you aren't using the system to it's potential, so you can have a quiet rig.
Just for an idea of how much of a difference it makes... When I'm running at idle, no fans, I can hear everything going on around me. If I turn the fans all the way up, I can't even hear the birds outside. But that's usually only when I'm gonna be gaming. So, the 7.1 surround system nullifies the loud fans. Without controllers, most of the fans would be at high RPM in the first place, causing me to have one really loud system all the time. 
And one other thing to let you know of, I have had another set of those Silverstone fans for almost 5 years. And they haven't even coughed once in my Athlon rig. They have worked and worked, and never showed even a sign of trouble. I like Silverstone fans, and was very "iffy" about buying one, definetly glad I did though.
